there are many different ways to achieve the same goal and you can be creative to achieve that goal. also if you are creating a character for a certain game, you can make them look any way you want.
Games do offer creativity and the new releases are becoming more customizable than ever before. However there are only so many options that are available.
For example, when making a Mii with the Nintendo Wii, there are only so many options for face shape, hairstyle, and accessories. You can make a Mii that resembles you, someone you know, someone famous, or someone completely random.
However, the games also take some creativity away. They give you a template to start with rather than starting from scratch, and those templates are standard in every copy of the game. That means that someone somewhere has a character that looks extremely close, if not exactly like the one you created.
I think that most games let you have some form of creativity, whether it be the way you set up your screen or how you make your character look. Like in Halo 3 you can change the color of your character.
I agree with the posts above that games do allow some form of creativity. Most games all have varying options in what they allow you to do but almost everygame allows you to create a character such as in Madden. You are not always allowed individual customization where you just choose things from a list of options that the game gives you.
The first thing that came to my head when I read this question was yes games offer creativity, if you have to create your own character that is being creative. Then I thought about it some more and realized that in the game Army of Two you can be creative by thinking of a strategy to confuse your opponents and defeat them. That would be a different kind of creativity in a game.
